Is a booster box of PHRA worth opening?
On average, no: selling the cards from a PHRA box would get you $14.77, 29% of the $50.45 it costs. A typical box gives $11.89 and only 3.8% of boxes get your money back. If you're after a specific card, buying it as a single is usually cheaper.
How reliable the rates are: fair (community estimate).

Where the numbers come from
The expected value adds up, for each rarity group, the copies in a box times the average price of its cards (the English card, with its TCGplayer price or, if there isn't one, Cardmarket's converted). The simulation opens 10,000 boxes with the same rates.
2020-2023 core booster (from Eternity Code). 9-card pack: 8 commons and 1 foil (a Super Rare or, in its place, an Ultra or Secret Rare), no rares. Per 24-pack box, 18 Super, 4 Ultra and 2 Secret Rares on average: Konami's official 2015 ratio, which the community treats as still current; Konami hasn't restated it. Starlight: between 1 per 12-box case and 1 per 2 cases (TCGplayer market articles).
